Subject: [PATCH] community: add decision v0.9.0 workflow step catalog entry

Add verified pinned file metadata and document runtime versus archive-installer compatibility for github/spec-kit#4868. Catalog author follows the release manifest; the documentation credits the submitting maintainer.
