chore: pin memtrack 1.6.1 and exec-harness 1.4.0 - #575

memtrack 1.6.1 restores the return addresses uretprobes hijack in captured stacks, so nested allocator frames such as C++ operator new resolve correctly. exec-harness 1.4.0 emits Python and Node perf maps in memory mode and launches node with the codspeed-node V8 flags, so memory flamegraphs of `codspeed exec` benchmarks name interpreted frames. Points the runner at memtrack v1.6.1, which fixes nested allocator stacks hijacked by uretprobes, and exec-harness v1.4.0, which emits Python and Node perf maps in memory mode so
codspeed execmemory flamegraphs name interpreted frames.Hashes verified against the published installers with
GITHUB_ACTIONS=true cargo test all_pinned.Refs COD-3803, which stays open for the runner v5.4.1 release this unblocks.
