Points the runner at exec-harness v1.4.1, which sets PYTHONPERFSUPPORT in every mode (#577) so Python codspeed exec targets get Python frames in simulation-mode flamegraphs again.

Hash verified against the published installer with GITHUB_ACTIONS=true cargo test all_pinned.

Refs COD-3821, which stays open for the runner v5.4.2 release this unblocks.

exec-harness 1.4.1 sets PYTHONPERFSUPPORT in every mode, so Python
`codspeed exec` targets in simulation mode write their perf map again
and their callgraphs name Python frames, as they did with 1.3.0.
