Keep Rewrite plugin on publicly resolvable releases

Rewrite plugin 7.40.0 and 7.41.0 import org.openrewrite:rewrite-bom:8.91.0, which is unavailable from Maven Central and the Gradle Plugin Portal. This prevents Gradle from configuring the build and fails both CI and the Java CodeQL build.

Keep the plugin at 7.39.0 and limit Renovate to versions below 7.40.0. Newer releases require the authenticated Code Genome Project repository; adopting that repository and provisioning contributor/CI tokens should be a separate migration. See the upstream explanation.

Validation:

• Reproduced the missing-BOM failure with 7.41.0 locally.
• npx --yes --package renovate renovate-config-validator .github/renovate.json5 passed.
• ./gradlew spotlessCheck assemble testClasses --console=plain passed on Java 21.
