Description
Resolves #4868.
Add Decision v0.9.0 to the discovery-only community workflow-step catalog and
its community documentation. Pin all five installer file URLs to v0.9.0 and
include the submission's verified SHA-256 digests.
This follows the current manual workflow-step submission process; unlike the
extension/preset/bundle flows, there is no workflow-step validator or PR
generator. Validation was limited to submission metadata, pinned file bytes,
static type declaration, documentation/license availability, and archive
shape. No third-party package was installed, imported, executed, or audited.
A listing is not an endorsement or support commitment.
Preserve submitted runtime compatibility (
>=0.11.0) separately from the>=1.1.0requirement for the archive installer's--fromflag. Compatibilityis advisory, not enforced by the step catalog. The issue lists Markus Wondrak
as author; the catalog uses the release manifest's
spec-kit-decision-step contributorsauthor, with Markus credited asmaintainer in the documentation.

git diff --check— passed.archive copies match the pinned files, package paths/regular files/limits
satisfy the contract, manifest name/version/type match, and an AST-only check
confirms the declared
DecisionStep(StepBase)type key. The tagged README,changelog, and MIT license exist. The repository catalog entry resolves via
search/exact-version lookup with installation disallowed; unknown
queries/versions and an incomplete checksum mapping exercise negative cases.
Not run: the full suite, CLI help, sample-project installation/execution, or
the third-party component's own tests. This is a catalog/documentation-only
change; executing external code is outside the submission review scope. No
existing tests were removed or modified.
