Fixes #18393.\n\nReject a nested class base that resolves to its actively executing enclosing class. Python does not bind the enclosing class name until its body finishes, so evaluating that base raises NameError at runtime. Unrelated outer-scope bases remain valid.\n\nTests:\n- python runtests.py check-classes.test (613 passed, 1 xfailed)\n- python -m mypy --no-incremental --config-file mypy_self_check.ini -p mypy -p mypyc (346 source files, success)\n- python runtests.py lint (all hooks passed)
