Summary: `TransformUtils.h` holds transform serialization helpers used only by React Native's own sources, so it moves from the public to the private tier of the C++ stable API and leaves the `<React/Graphics.h>` umbrella. Consumers that opt into `RN_STRICT_API` now get an error if they include it; without that flag the guards are inert.
