docs: fix broken getting-started links - #1585

The getting-started page was removed in #1575 (consolidating to a single quickstart), but inbound links still pointed at the dead /tools/bolt-python/getting-started URL. Summary
The getting-started page was removed in #1575 (consolidating to a single quickstart), but inbound links still pointed at the dead /tools/bolt-python/getting-started URL. Repoint them to /tools/bolt-python/creating-an-app, where that content now lives. There is a redirect set up in the main docs repo, but it doesn't appear to be working. I brought this up separately internally
